PDF and Notes

Is there any way to convert short PDFs or Pictures into Notes, so that one could work with them in the same way as an ordinary note, i.e. use pen, eraser, lasso and etc. to clear unnecessary parts, format the remaining elements, and add your own texts and drawings?
