Neo Reader on Tab X - PDF annotations do not save with the PDF file

This is a brand new Tab X.  Annotations created (writing/drawing with pen) on PDFs in Neo persist if  you close and reopen the PDF, but the annotations do not seem to save with the file (the file itself does not change).  This is preventing me from viewing my annotations on any other device.  Some notes:

• The problem occurs no matter how I get the file from the Tab X to the other device.  I've tried Boox Drop (to laptop and phone), "Sharing" the file to Drive, various Android Syncing apps (DriveSync, etc.)
  
  
• If I look at the PDF if a file manager on the Tab X, I can see that the mod date is not changing after editing the file (annotations) in Neo then saving it, so it appears Neo is not even touching the PDF.
  
  
• Various forms of this issue seem to have affected other Boox devices in the past, but none of the suggestions there seem to apply to this version of Neo (options that do not exist, etc.).

Ability to annotate PDFs, then view the annotations on other devices is critical to my reasons for buying the Tab X, so if I cannot resolve this I'll have to send it back.

Any ideas?

  Does the "Import embedded data" option help? I find it to force an overwrite of the handwritings on a PDF file stored locally (synced through SyncThing). Per my test, I'm using a Tab Ultra.
