Wifi regulatory domain, Wifi channels 12 and 13

My Note Pro (Android 9, firmware 3.1) does not seem to be able to connect to a Wifi access point on Channel 13. In my country (in Europe), channels 12 and 13 are legal, but the Note Pro doesn't seem to recognize them.

How do I change the Note Pro's regulatory domain to Europe so that channels 12 and 13 become available?
