How do you "Vote"?

I see on the message list there's a "Vote" column -- and I see some of the feature requests have vote counts on them -- but I can't figure out how to vote.

Can someone tell me how to vote?

Kind of seems like the feature requests should be in a separate location so easier to review for people interested in voting on potential feature updates.  Right now there doesn't appear to be =any= votes in the "Note Series" sections and very little voting in "General" -- perhaps if this was isolated it would get more attention.

  OK, I think it's the up/down arrows with the number between them.  If I click the up arrow a zero changes to a one.
