Grainy refresh

Since the I own this device (was also on a NoteAir 2 I bought) it refreshes randomly (between 1-X seconds) to a grainy mode.
For example, I open a PDF or EPUB in "Normal Mode" get on the right page, refresh by hand -> highest resolution, pictures are in seamless gray shades letters are crisp -> auto refresh (for NO REASON! didn't even touch the Note3) to a much grainier resolution. Pictures look grainy an the letters are much more fringed out as well.
Device is in Normal Mode:
It doesn't help to change the Scrolling Refresh; Automatic full refresh after dragging... or When scrolling a page, use ...
Normal Mode setting is on
Refresh Rate: Never
Full-Refresh: Deep or Normal doesn't matter
Drag to Refresh: doesn't matter
System Display:
Full Refresh Frequency = Never
