Selecting default notes template

I would like to know how to set default notes template (I am on V3.3.1). Issue I have is that when I select Template Setting on template layer I can select "Set as default template" and tehn each time when I open new notebook I got last selected template. 

Is it possible to select default that is not related to the last choice/selection?

In case I select template and set Template Settings with unselected "Set as default template" I end up with blank notes template.

Is there a special procedure to set default template?
