Two suggestions: Lock lower taskbar and lock a page

As far as I've found neither of these suggestions are possible right now. It would help me out on a daily basis, as I'm using the Note Air 3 professionally. 

Lock lower taskbar: I would like to have this feature when I'm working with PDF files. Now the taskbar goes "hiding", when I'm editing PDF files. Annoying when I want to switch between apps, because the taskbar doesn't come up easily. Sometimes it just goes a page down instead of showing the taskbar. So locking it, would help alot! Just place a lock icon on the taskbar.

Lock a page: when editing PDF files, the palm restriction doesnt work well. It keeps switching pages as I rest my palm on the screen to write. Very annoying. So a feature that can lock a page (that can be added to the sidebar)  would help me out.
