Nova 2 - App Optimization animation filtering/ skipping + refresh frequency not working

Hi, I received Nova 2 in the mail today, updated to firmware 2020-04-01_17-57_2.3ff1c84 while I was setting up my device. Later today I update to 2020-04-09_11-35_2.3_40e4b0a and problem still persist.

Under app optimization - animation filtering/ skipping and refresh frequency options are not working on any apps.

No animation filtering - I still get the full page turning animations from kindle / honto etc no matter what value I set for animation filter.

No page refresh on apps - No matter what value I set, all the apps I have tried (both from google play / app store) never refresh at all. I have to manual refresh.

Powering off machine or restarting does solve any problems.

It's super annoying since I used to have good experience with my max 2 pro. Since my nova 2 is completely new and I don't know if my nova 2 is defect? But I think this is most likely software issue that needs fixing?
