Floating Editing Bar

I disabled the floating toolbar on Library and I can't enable it back, I swipe everywhere, and nothing: Although it said that I can hide it, but enable it by swiping left to right.  It doesn't show either any hidden icon or anything to press, I restarted the tablet and nothing.
