Nova 2 app optimization refresh frequency not working

Model: Nova 2
When using app optimization, the refresh frequency does not change no matter what I select. When choosing mode on the global settings, it says that the refresh frequency on global settings take precendence over Apps' settings refresh mode. Does that mean I cannot change the refresh rate no matter what I do? Is that a bug? I end up manually refreshing when using anything other than normal mode on apps. Is there a solution to this? If it's a software issue, is it possible to fix it?
